What is the Hill County Veterans Service Office?
This office is a highly responsible managerial position, requiring comprehensive knowledge of Federal Law (U.S. Code of Federal Regulations), Title 38 – State Laws and Regulations applying to Veterans and their dependents in obtaining all benefits to which they are entitled by law.
The Hill County Veterans Service Officer reports to the Commissioners Court. He stays informed by attending the bi-annual Texas Veterans Commission State Conference, as well as quarterly meetings of the Dallas V.A., the Waco Regional Office, and the Temple V.A..

Principles Duties and Responsibilities
Maintains an office in the Hill County Courthouse Annex at 126 S. Covington, Room 6; Office Hours - By appointment Monday through Friday. Administers Hill County Commissioners Administrative policy and technical direction of the Texas Veterans Commission at the station and assigned area.

  • Exercises initiative and independent judgment in assisting in filing claims for all Veterans benefits entitled by law.
  • Provides advisory service on spectrum of benefits involved by reviewing individuals total situation and advising which benefits are most valuable.
  • Acts as an advocate of the individual in dealing with agencies, organizations, and institutions.
  • Consults with the Texas Veterans Commission in developing policy and claims.
  • Consults with the VA Medical and Regional Office Personnel in development of medical treatment claims.
  • Interviews veterans and their dependents on obtaining benefits, rights and entitlements.
  • Develops plans for conduction briefings, filing claims, correction and upgrading of discharges.
  • Assists veterans in obtaining out-patient medical and dental treatment and admissions to VA hospitals.
  • Dictates letters and answers all correspondence.
  • Prepares annual budget and authorizes expenditure of all office expenditures.
  • Participates in and conducts public information programs on Veterans benefits.

Job Requirements

Education/Training/Experience

This officer must be a High School graduate with work experience in clerical, rehabilitation, aging, social work and administration; or, any equivalent combination of experience and training that would provide the knowledge, skills and abilities required to perform “Principle Duties and Responsibilities” required in connection with this position.

Veteran Experience
The Veterans Service Officer must be an Honorably Discharged Wartime Veteran, Gold Star Mother, or an unmarried or remarried widow of a serviceman. The Assistant Veterans Service Officer must be the wife or widow of an Honorably Discharged Wartime Serviceman.
Certificates and Licenses
The Veterans Service Officer and Assistant Veterans Service Officer must obtain certification of approval by the Veterans Affairs Commission, Article 5786 Title 94, Vernons Statutes.
In addition, the Veterans Service Officer and Assistant Veterans Service Officer must meet training requirements of twelve credit hours for Annual Certification.
